Summary:
Aiming at the national strategies on the global climate change and the 2020 national CO2 reduction plan, this paper outlines the main influencing factors for the rapid increase of urban passenger transport energy consumption in several aspects: laws and regulations, economy, planning, management, and philosophical understanding. A systematic analysis is conducted on how to improve the efficiency of energy utilization in urban passenger transport. Aiming at developing a public transit & non-motorized traffic oriented urban passenger transport system that is highly efficient and produces low CO2, the paper discusses the main problems and policy barriers in urban passenger transport energy saving. By learning international experience, the paper makes six policy suggestions on promoting energy-saving concept, optimizing urban land use development, furthering administrative system reform, giving priority to public transportation, guiding reasonable car use, and developing energy-saving system.
